ශ්රී ලංකා ආයෝජන මණ්ඩලය නිසි විශ්ලේෂණයක් ලබා නොදීම හේතුවෙන් පසුගිය 03 වනදා අනුමැතිය හිමි නොවූ 2008 අංක 14 දරන ක්රමෝපාය සංවර්ධන පනත යටතේ අංක 2291/25 දරන අතිවිශේෂ ගැසට් පත්රයේ පළ කළ නියමයට ඊයේ (04) පෙරවරුවේ රැස්වූ රජයේ මුදල් පිළිබද කාරක සභාවේ අනුමතිය හිමිවිය.
සියලු දත්ත සහ විශ්ලේෂණයන් සහිතව කමිටුව හමුවට පැමිණෙන ලෙස ආයෝජන මණ්ඩලයට දන්වා සිටි අතර ඒ අනුව පාර්ලිමේන්තු මන්ත්රී ආචාර්ය හර්ෂ ද සිල්වා මහතාගේ සභාපතීත්වයෙන් ඊයේ (04) පෙ.ව 9.00ට රජයේ මුදල් පිළිබද කාරක සභාව රැස්වූ අතර ආයෝජන මණ්ඩලය අදාළ තොරතුරු ඉදිරිපත් කිරීමෙන් පසු ඒ පිළිබද සලකා බලා අදාළ අනුමතිය ලබා දෙන ලදී.
මුදල්, ආර්ථික ස්ථායිකරණ සහ ජාතික ප්රතිපත්ති අමාත්යවරයා ලෙස ජනාධිපතිවරයා විසින් පනවන ලද 2022 අගෝස්තු 03 දිනැති අංක 2291/25 දරන මෙම ගැසට් පත්රයේ සදහන් මෙම නියමය පසුගිය සැප්තැම්බර් 20 වන දින පාර්ලිමේන්තුවට ඉදරිපත් කරන ලදී.
ගැසට් පත්රයට මෙහිදී අනුමතිය ලබා දුන්නද ආයෝජනය සිදුකරන සමාගමට බදු සහන වසර 17ක කාලයක් ලබා දීමේ පදනම කුමක්ද යන්න නිවැරදිව විශ්ලේෂණය කළ යුතු බවත් ආයෝජනයේ ප්රමාණය අනුව මෙම ලබා දෙන බදු සහන තීරණය කෙරෙන නිසි ප්රතිපත්තියක් ඉදිරියේදී සකස් විය යුතු බවත් කාරක සභාව මෙහිදී පෙන්වා දුන්නේය.
අමාත්ය විදුර වික්රමනායක, රාජ්ය අමාත්යවරුන් වන ෂෙහාන් සේමසිංහ, ආචාර්ය සුරේන් රාඝවන්, පාර්ලිමේන්තු මන්ත්රීවරුන් වන අනුර ප්රියදර්ශන යාපා, චන්දිම වීරක්කොඩි, මයන්ත දිසානායක, හර්ෂණ රාජකරුණා සහ මහාචාර්ය රංජිත් බණ්ඩාර යන මහත්ම මහත්මීහු ද ආයෝජන මණ්ඩලයේ සභාපති රාජා එදිරිසූරිය මහතා ඇතුළු නිලධාරීහු පිරිසක්ද මෙම අවස්ථාවට එක්ව සිටියහ.
Following the presentation of proper information by the Board of Investment, the Order under the Strategic Development Act receives the approval of the Committee on Public Finance.
The Order under the Strategic Development Project Act, No. 14 of 2008 published under the Extraordinary Gazette Notification 2291/25 which did not received approval of the Committee on Public Finance yesterday (03) received the approval of the Committee today (04) morning following the presentation of proper analysis by the Board of Investment.
The Board of Investment was instructed yesterday to come before the committee with all the data and analysis by 9.00 am today. Accordingly, the Committee on Public Finance met today (04) at 9.00 am under the chairmanship of Hon. (Dr.) Harsha de Silva. Thereafter, the investment board presented the requisite data and thus approval was given.
This Order published under the Gazette No. 2291/25 dated August 03rd, 2022 enacted by the Hon. President as the Ministry of Finance, Economic Stabilization & National Policies was presented to Parliament on September 20th.
The committee pointed out that although the gazette was approved, the basis for giving tax concessions for a period of 17 years to the company making the investment should be properly analyzed and a proper policy should be prepared in future to determine the tax concessions given according to the amount of the investment.

முதலீட்டுச் சபை உரிய மதிப்பீடுகளை முன்வைத்ததை அடுத்து செயல்நுணுக்க அபிவிருத்திக் கருத்திட்டங்கள் சட்டத்தின் கீழான கட்டளைக்கு அரசாங்க நிதி பற்றிய குழுவின் அனுமதி வழங்கப்பட்டது
இலங்கை முதலீட்டுச் சபை உரிய மதிப்பீடுகைள வழங்கத் தவறியமையால் நேற்று (03) அனுமதி கிடைக்கப்பெறாத 2008ஆம் ஆண்டின் 14ஆம் இலக்க செயல்நுணுக்க அபிவிருத்திக் கருத்திட்டங்கள் சட்டத்தின் கீழ் 2291/25ஆம் இலக்க வர்த்தமானி அறிவித்தல் மூலம் வெளியிடப்பட்ட கட்டளைக்கு இன்று (04) முற்பகல் கூடிய அரசாங்க நிதி பற்றிய குழுவில் அனுமதி வழங்கப்பட்டது.
இன்று மு.ப. 9.00 மணிக்கு சகல தகவல்கள் மற்றும் மதிப்பீடுகளுடன் குழு முன்னிலையில் ஆஜராகுமாறு முதலீட்டுச் சபைக்கு நேற்று அறிவிக்கப்பட்டிருந்தது. அதற்கமைய, பாராளுமன்ற உறுப்பினர் கௌரவ (கலாநிதி) ஹர்ஷ த சில்வா தலைமையில் இன்று (04) மு.ப. 9.00 மணிக்கு அரசங்க நிதி பற்றிய குழு கூடியதுடன் முதலீட்டுச் சபை உரிய தகவல்களை முன்வைத்ததன் பின்னர் அது தொடர்பில் கருத்தில் கொண்டு அனுமதி வழங்கப்பட்டது.
நிதி, பொருளாதார உறுதிப்பாடு மற்றும் தேசிய கொள்கைகள் அமைச்சர் என்ற ரீதியில் ஜனாதிபதியினால் வெளியிடப்பட்ட 2022 ஓகஸ்ட் 03 திகதிய 2291/25ஆம் இலக்க வர்த்தமானி அறிவித்தல் மூலம் வெளியிடப்பட்ட கட்டளை கடந்த செப்டெம்பர் 20ஆம் திகதி பாராளுமன்றத்தில் முன்வைக்கப்பட்டது.
இதன்போது வர்த்தமானி அறிவித்தலுக்கு அனுமதி வழங்கப்பட்டாலும் முதலீட்டை மேற்கொள்ளும் நிறுவனத்துக்கு 17 வருடங்களுக்கு வரிச் சலுகை வழங்குவதன் அடிப்படை என்ன என்பதை சரியாக மதிப்பீடு செய்ய வேண்டும் எனவும் முதலீட்டின் அளவுக்கு வழங்கப்படும் வரிச் சலுகையை தீர்மானிக்கும் முறையான கொள்கையொன்று எதிர்காலத்தில் தயாரிக்கப்பட வேண்டும் எனவும் குழு சுட்டிக்காட்டியது.
அமைச்சர் விதுர விக்ரமநாயக, இராஜாங்க அமைச்சர்களான செஹான் சேமசிங்ஹ, கலாநிதி சுரேன் ராகவன், பாராளுமன்ற உறுப்பினர்களான அனுர பிரியதர்ஷன யாப்பா, சந்திம வீரக்கொடி, மயந்த திசாநாயக்க, ஹர்ஷண ராஜகருணா மற்றும் பேராசிரியர் ரஞ்சித் பண்டார ஆகியோரும் முதலீட்டுச் சபையின் தலைவர் ராஜா எதிரிசூரிய உள்ளிட்ட அதிகாரிகளும் இந்தக் கூட்டத்தில் கலந்துகொண்டனர்.
