ප්ලාස්ටික් හා පොලිතීන් භාවිතය අවම කරන්නේ 3R සංකල්පයටයි – පරිසර අමාත්‍යාංශයේ ලේකම්
අපේ රටේ ප්ලාස්ටික් හා පොලිතීන් භාවිතය අවම කිරීම සඳහා පරිසර අමාත්‍යාංශය විසින් නිශ්චිත වැඩ පිළිවෙළක් ක්‍රියාත්මක කිරීම මේ වනවිට ආරම්භ කර තිබෙන බව පරිසර අමාත්‍යාංශයේ ලේකම් විශේෂඥ වෛද්‍ය අනිල් ජාසිංහ මහතා පවසයි.
ලේකම්වරයා මේ බව පැවසුවේ ප්ලාස්ටික් හා පොලිතීන් නිෂ්පාදනකරුවන් සමග පරිසර අමාත්‍යාංශයේ දී පැවැති සාකච්ඡාවක් අමතමිනි.
එහිදි වැඩිදුරටත් ලේකම්වරයා මෙසේ අදහස් පල කලේය “ප්ලාස්ටික් හා පොලිතීන් යනු ස්වාභාවික ද්‍රව්‍යයන් නොවෙයි. ඒවා මිනිසා විසින් නිර්මාණය කරන ලද ද්‍රව්‍යයන්. නමුත් ප්ලාස්ටික් හා පොලිතීන් භාවිතය මුළුමනින්ම තුරන් කරලීමේ හැකියාවක් නෑ. සිදු කළ හැක්කේ ප්ලාස්ටික් හා පොලිතීන් භාවිතය අවම කිරීම සඳහා යම් යම් වැඩ පිළීවෙළවල් ක්‍රියාත්මක කිරීමයි. ඒ අනුව අපි දැනට ලෝකය විසින් අනුගමනය කරන 3R සංකල්පය මත කටයුතු කරනවා. 3R කියන්නේ ප්ලාස්ටික් හා පොලිතීන් භාවිතය අඩු කිරීම (Reduce) , ප්‍රතිචක්‍රියකරණය කිරීම ( Recycle) හා නැවත නැවත භාවිතා කිරීම ( Re-use) යන කරුණුයි. මේ මගින් අපිට ප්ලාස්ටික් හා පොලිතීන් භාවිතය අවම කර ගැනීමට පුළුවන්.
පරිසර අමාත්‍ය මහින්ද අමරවීර මහතා විසින් අත්‍යවශ්‍ය නොවන එහෙත් නිෂ්පාදනය සඳහා විකල්ප සහිත පොලිතීන් හා ප්ලාස්ටික් නිෂ්පාදන රැසක් තහනම් කිරීමේ අමාත්‍ය මණ්ඩල පත්‍රිකා කිහිපයක් ඉදිරියේ දී ඉදිරිපත් කිරීමට නියමිතය. මින් පළමුවැන්න ලෙස පොලිතීන් හා ප්ලාස්ටික් ආශ්‍රිත නිෂ්පාදන වර්ග 05ක් තහනම් කිරීම සඳහා මේ වනවිට ගැසට් පත්‍රයක් නිකුත් කර තිබෙනවා. එම සමාගම්වලින් නිෂ්පාදිත ද්‍රව්‍ය අලෙවි කර ගැනීම සඳහා අපි මාස තුනක සහන කාලයක් දී තිබෙනවා. නමුත් දිගින් දිගටම එවැනි සහන කාල දෙන්නට අපේ සූදානමක් නෑ.
නිෂ්පාදනය කළ හැකි විකල්ප ඕනෑ තරම් තිබෙද්දී නිපදවන සමහර ප්ලාස්ටික් හා පොලිතීන්වලින් නිෂ්පාදිත භාණ්ඩ රැසක් වෙළෙඳපොළේ තිබෙනවා. උදාහරණ වශයෙන් ගතහොත් ඉඳිආප්ප තට්ටු. මේවා අපි කාලයක් තිස්සේ නිපදවන ලද්දේ ස්වාභාවික අමුද්‍රව්‍ය යොදා ගනිමින්. ඉඳි ආප්ප තම්බන විට මෙම ප්ලාස්ටික් ඉඳිආප්ප වට්ටිත් තැම්බෙනවා. ඒවා උග්‍ර විෂකාරක සහිතයි. ඒවා ආහාරයට එක්වෙනවා. නමුත් මිනිස්සු මේවා පිළිගන්නේ නැහැ. එක්කෝ දැනගෙනම ඒ වැරදි වැඩේ කරනවා.
එමනිසා එවැනි ද්‍රව්‍ය අපි දෙපාරක් නොසිතා තහනම් කරනවා. අපි ප්ලාස්ටික් හා පොලිතීන් ආශ්‍රිත නිෂ්පාදන තහනම් කරන්නේ ඒ සමාගම් සමග තිබෙන පුද්ගලික තරහක් නිසා නොවෙයි. මෙම තීරණය අපි ගත්තේ අපේ රටේ පරිසරය හා මානව සෞඛ්‍යය සැළකිල්ලට ගනිමින් බව ද වෛද්‍ය අනිල් ජාසිංහ මහතා පැවසීය.
Reduces the use of plastics and polythene to 3R concept – Secretary to the Ministry of Environment
The Ministry of Environment has initiated a specific program to reduce the use of plastics and polythene in our country, said the Secretary to the Ministry of Environment, Dr. Anil Jasinghe. He was addressing a discussion at the Ministry of Environment with plastic and polythene manufacturers.
The Secretary further said, “Plastics and polythene are not natural materials. They are man-made substances. But the use of plastic and polythene cannot be completely eliminated. What can be done is to implement certain programs to reduce the use of plastics and polythene. Accordingly, we are currently working on the 3R concept followed by the world. 3R stands for Reduce, Recycle and Re-use plastic and polythene. This allows us to minimize the use of plastic and polythene.
Mahinda Amaraweera, Minister of Environment is to present several Cabinet Memoranda to ban a number of non-essential but alternative polythene and plastic products. As the first of these, a gazette notification has been issued to ban five types of polythene and plastic related products. We have given a grace period of three months to sell the product manufactured by those companies. But we are not prepared to give such concessions over and over again. While there are plenty of options available, there are a number of products on the market that are made of certain plastics and polythene. For example string hopper decks. We have been making these for a long time using natural ingredients. When the string hoppers are boiled, these plastic string hoppers also boil. They are highly toxic. They are added to food. But people do not accept these. Either knowingly do that wrong thing.
Therefore, we prohibit such material without a second thought. We ban plastic and polythene products not because of personal animosity with those companies. We have taken this decision taking into consideration the environment and human health of our country, said Dr. Anil Jasinghe.
