කොවිඩ් කියලා හැමදේම නතර කරන්න බෑ – අගමැති කියයි
කොවිඩ් නිසා හැමදේම නෑ බෑ කියලා නතර කළා නම් අද ජනතාවට මීට වඩා දුෂ්කරතා මතුවනු ඇති බව අග්රාමාත්ය මහින්ද රාජපකෂ මහතා පවසයි.
අග්‍රාමාත්‍යවරයා මේ බව පැවසුවේ අද (02) දින අරලියගහ මන්දිරයේ රුපියල් මිලියන 445ක් සහ රුපියල් මිලියන 127ක් වැය කරමින් ඉදි කළ දක්ෂිණ අධිවේගී මාර්ගයේ කපුදූව අන්තර් හුවමාරුව සහ පේරාදෙණිය රෝහල ඉදිරිපිට පදික උමං මාර්ගය විවෘත කිරිමත් හා රුපියල් මිලියන 4999ක වියදමෙන් කොටුව ලෝටස් මාර්ගයේ මහල් 17කින් යුතුව ඉදිකෙරෙන “සමුද්‍ර පහසුකම් සැලසීමේ මධ්‍යස්ථානයේ” වැඩ ආරම්භ කරමිනි.
කපුදූව අන්තර් හුවමාරුව මාස 5ක් වැනි ඉතා කෙටි කාලයක් තුළ ඉදිකර අවසන් කිරීම විශේෂත්වයක් වන අතර පේරාදෙණිය පදික උමං මාර්ගය ඉදිකිරීමට ගතවූ කාලය මාස 12කි. අද වැඩ ආරම්භ කළ සමුද්‍ර පහසුකම් සැලසීමේ මධ්‍යස්ථානය මාස 24ක් තුළ ඉදිකිරීමට සැලසුම් කර තිබේ.
මෙහි දී අග්රාමාත්ය මහින්ද රාජපක්ෂ මහතා කළ සම්පූර්ණ කතාව මෙසේය.
අපි රටක දියුණුව ගැන කතා කරනවිට ඒ රටේ යටිතල පහසුකම් සහ මාර්ග පද්ධතිය ගැන විශේෂ අවධානයක් යොමු කරනවා. අපි මානව සංවර්ධනයෙන් පොහොසත් වෙනවා වගේම ඊට සමගාමීව භෞතික සංවර්ධනයෙන් ඉදිරියට යන්න ඕනි.
ඒ වගේමයි දේශීය නිෂ්පාදන ආර්ථිකය සවිබල ගන්වන්න නම් අනිවාර්යෙන්ම රටේ මාර්ග පද්ධතිය දියුණු කළ යුතුයි. අධිවේගී මාර්ග පද්ධතියෙ පහසුව විඳින ජනතාව මේ බව හොඳින්ම දන්නවා.එදා දුෂ්කරයි කියලා අතහැරලා තිබුණු ගම්මාන කීයක් නම් මේ අධිවේගී මාර්ග පද්ධතිය සමඟ දියුණු වුණා ද ? ඒ ජනතාවට අද රෝහලකට යන්නෙ, තමන්ගෙ ගොවිතැන් බෝග අලෙවි කරගන්නෙ, නගරය හා සම්බන්ධ වෙන්නෙ මේ අධිවේගී මාර්ග හරහා.
ඒ විතරක් නෙමෙයි පරම්පරා ගණනාවක් නොදුටු දියුණුව ගමට විවෘත කරන ප්‍රවේශයක් විධියටත් ජනතාව මේ අධිවේගී මාර්ග පද්ධතිය දකිනවා. අද මේ ජනතා අයිතියට පත්වන දක්ෂිණ අධිවේගී මාර්ගයේ කපුදූව අන්තර් හුවමාරුව එදා මුලින් කරපු සැලසුමේ තිබුණෙ නැහැ. දිගින් දිගටම ඒ ප්‍රදේශයේ ජනතාව අන්තර් හුවමාරුවක් ඉල්ලමින් කරන පෙරැත්ත මාස කිහිපයකට කලින් ජොන්ස්ටන් ඇමතිතුමත්, ලාන්සා ඇමතිතුමත් මට ඇවිල්ලා කිව්වා. ඒ නිසා මේ ගැන හොයල බලලා ඒ ප්‍රදේශයේ ජනතාවගේ අවශ්‍යතාව ඉටු කරන්න කියලා අපි දැනුම් දුන්නා. කිසිදු දේපල අත්පත්කර ගැනීමක් නොමැතිව අද ඒ ජනතාවගේ බලාපොරොත්තුව මාස පහක් වගේ ඉතා කෙටි කාලයක් තුළ ඉටුකරන්න හැකි වීම ගැන අපි සංතෝෂ වෙනවා.
ඒ සම්බන්ධයෙන් කැපවුණු සියලු දෙනාටම අපගේ ගෞරවනීය ස්තුතිය හිමිවිය යුතුයි.
දැන් කපුදූවේ ඉඳන් මාතර නගරයට දුර කිලෝමීටර් 7යි. මෙතන ඉඳන් කඹුරුපිටිය නගරයට තියෙන්නෙත් කිලෝමීටර් 10යි. ඒ විතරක් නෙමෙයි හක්මන නගරයට කිලෝමීටර් 17යි. ඔබ දන්නවා මේ නිසා මේ ප්‍රදේශ වල ජීවත්වන කෘෂිකාර්මික ජනතාවට මෙමගින් විශාල පහසුවක් සැලසෙනවා. රටේ අභිවෘද්ධිය වෙනුවෙන් ජනතාවට ක්‍රමවත් මාර්ග පහසුකම් ලබාදීම රජය සතු වගකීමක් කියලයි අපි විශ්වාස කරන්නෙ. අධිවේගී මාර්ග පමණක් නෙමෙයි මේ රටේ අනෙකුත් ග්‍රාමීය මාර්ග සංවර්ධනය කිරීමට අපි මාර්ග ලක්ෂයේ වැඩපිළිවෙල ආරම්භ කළා. අදටත් එය අඛණ්ඩව ක්‍රියාත්මකයි. පසුගියදා අපි කොළඹ නගරයේ අධික රථවාහන තදබදයට විසඳුමක් දෙන කුලුනු මතින් දිවෙන අධිවේගී මාර්ගයක් ඉදිකරන්නත් මුලපිරුවා. දැන් ඒ මාර්ගයේ වැඩකටයුතු ආරම්භ වෙලයි තියෙන්නේ. ඒ එක්කම කොළඹ අධික වාහන තදබදය ඇතිවන ස්ථාන හඳුනගෙන ඒ තැන්වලට ගුවන් පාලම් ඉදිකරන්නත් අපි ආරම්භයක් ගත්තා.
කොළඹ විතරක් නෙමෙයි, මහනුවරත් රථවාහන තදබදය ඉතාම වැඩියි. අපි ඊට විසඳුම් දෙන්න ව්‍යාපෘති කිහිපයක්ම ආරම්භ කළා. පසුගියදා ගැටඹේ මංසන්දියට අපි ගුවන් පාලමක් දුන්නා.
ඒ ගුවන් පාලම විතරක් හදල පේරාදෙණියේ වාහන තදබදයට විසඳුමක් දෙන්න බැරි නිසා චීන එක්සිම් බැංකු ආධාරයක් මත පේරාදෙණිය රෝහල ඉදිරිපිටට අපි පදික උමං මාර්ගයක් හදන්න අපේ ඇමතිතුමා කටයුතු කළා. නිතර වාහන තදබදයක් තිබුණු මේ ස්ථානය හරහා යන පදිකයන්ට දැන් ආරක්ෂාකාරීව ගමන් කරන්න හැකියාව උදාවෙනවා.
ඒ විතරක් නෙමෙයි පේරාදෙණිය රෝහලට, ගැටඹේ රජ මහා විහාරයට, දහම් පාසලට, විශ්ව විද්‍යාලයට, බැංකුවට හෝ ඒ අසල පිහිටි රාජ්‍ය හා පෞද්ගලික ආයතනවලට යන පුද්ගලයන්ට මේ උමං මාර්ගය ඉතාම ප්‍රයෝජනයක් පහසුවක් වෙලා තියෙනවා. ජොන්ස්ටන් ඇමතිතුමා කිව්ව විධියට මෙම උමං මාර්ගය හදනකොට ඒ අවට හිටිය පදික වෙළදුන්වත් අපි අමතක කළේ නැහැ. අපි ඒ අයටත් උමං මාර්ගය තුළ වෙළදාමට ඉඩ සලසලා තියෙනවා කියලා ඇමතිතුමා කිව්වා. අපි මේ සංවර්ධන වැඩ කරනකොට විරුද්ධ පක්ෂයේ ඇතැම් උදවිය ඒවා විවේචනය කරනවා. සමහරු කියනවා කොවිඩ් ඉවර වෙනකම් ඉන්නලු වැඩ කරන්න. පාරවල් හදන්න එපාලු. මෙහෙම කියන ඒවා අවංකව කරන යෝජනා ද නැද්ද කියලා මේ රටේ බුද්ධිමත් ජනතාව ඔබ හොඳින් දන්නවා.
කොව්ඩි වසංගතය පාලන කරන්න අපි මේ වෙන කොට රුපියල් බිලියන 262 ක් වැය කරල තියෙනවා. අපි සියලු ක්රියාමාර්ග ගන්නෙ මේ රටේ ජනතාව ආරක්ෂා කරගන්න. ඔවුන්ගෙ ජීවිතවල වටිනාකම දන්න නිසා අපි එන්නත්කරණය අඛණ්ඩව සිදුකරනවා. ඒක අපි නතර කරන්නේ නැහැ. කොවිඩ් නිසා හැමදේම නෑ බෑ කියලා නතර කළා නම් අද ජනතාවට මීට වඩා දුෂ්කරතා මතුවෙනවා. අපි අපේ ජනතාව රැකබලාගන්නවා. ඒ සඳහා අවශ්‍ය ශක්තිය ඔබෙනුත් අපට අවශ්‍යයයි. වසංගතයෙන් ආරක්ෂා වෙන ගමන් ඔබේ ශක්තිය රට වෙනුවෙන් නොපිරිහෙලා ලබා දෙන ලෙස අප ඔබෙන් ඉල්ලනවා. අපට එකතු වුණොත් කරන්න බැරි දෙයක් නැහැ. ඒ නිසා අද ජනතා අයිතියට පත්කළ මේ ව්‍යාපෘති වගේම කොළඹ වරායේ අද වැඩ ආරම්භ කළ මහල් 17ක “සමුද්‍ර පහසුකම් සැලසීමේ මධ්‍යස්ථානය” ශ්රී ලංකා වරාය අධිකාරියේ කටයුතු තවත් විධිමත් කිරීමට විශාල පිටුබලයක් වනු ඇතැයි අපි විශ්වාස කරනවා. මාර්ගගත ක්‍රමවේදයට මුල්තැන දෙමින් ආරම්භ කරන මෙම මධ්‍යස්ථානයට ශ්රී ලංකා වරාය අධිකාරියේ ආයතන සියල්ල එක් කළාම එහි කාර්යක්ෂමතාව සහ ඵලදායීතාව ඉහළ නැංවෙනවා. ඒ තුළින් ඒ ආයතන සමඟ ගණුදෙනු කරන සියලු දෙනාට ඉන් විශාල පහසුවක් උදාවෙනවා. ඒ නිසා මේ කාර්යය ආසියානු සංවර්ධන බැංකුව හා එක්ව කඩිනමින් අවසන් කිරීමට මාර්ග සංවර්ධන අධිකාරිය සහ ශ්රී ලංකා වරාය අධිකාරියට ශක්තිය ධෛර්ය ලැබේවා! යි ප්‍රාර්ථනා කරනවා. ඔබ සැමට සුබ අනාගතයක් වේවා! යැයි අග්‍රාමාත්‍යතුමා පැවසීය.
covid says everything can’t be stopped – PM says
Prime Minister Mahinda Rajapaksa says that if everything had been stopped because of Covid, the people would have faced more difficulties today.
The Prime Minister made this observation today (02) at the opening of the Kapuduwa Interchange on the Southern Expressway at Temple Trees at a cost of Rs. 445 million and Rs. Commencement of work on the “Maritime Facilitation Center”.
The Kapuduwa Interchange was completed in a short period of 5 months and the time taken to construct the Peradeniya Pavement Tunnel was 12 months. The Maritime Facility Center, which commenced operations today, is scheduled to be completed within 24 months.
The full text of the speech delivered by Prime Minister Mahinda Rajapaksa is as follows.
When we talk about the development of a country, we pay special attention to the infrastructure and road network of that country. We are enriched by human development and at the same time we have to move forward with physical development.
Also, in order to strengthen the local manufacturing economy, the country’s road network must be developed. People who enjoy the convenience of the expressway system are well aware of this. How many villages that were abandoned in those days were developed with this expressway system? Today those people go to a hospital, sell their crops and connect to the city through these highways.
Not only that, people see this expressway system as an approach that opens up development to the village that has not been seen for generations. The Kapuduwa Interchange on the Southern Expressway which is now owned by the people was not in the original plan. A few months ago, Minister Johnston and Minister Lanza came to me and told me that the people of that area are constantly urging for an exchange. Therefore, we asked them to look into this and fulfill the needs of the people in that area. Today we are happy to be able to fulfill the aspirations of those people in a very short period of five months without acquiring any property.
We would like to thank all those who have dedicated themselves in this regard.
Now the distance from Kapuduwa to Matara town is 7 km. From here it is only 10 km to Kamburupitiya town. It is only 17 km from Hakmana. You are aware that this will greatly facilitate the agricultural community living in these areas. We believe that it is the responsibility of the government to provide proper road facilities to the people for the betterment of the country. We started the Road Point program to develop not only highways but also other rural roads in this country. It continues to function today. Recently we initiated the construction of an expressway over towers to ease traffic congestion in the city of Colombo. Work on that road has now begun. At the same time, we identified the high traffic areas in Colombo and began to build flyovers in those areas.
Not only in Colombo but also in Kandy the traffic is very heavy. We started several projects to address this. Recently we gave a flyover to Getambe Junction.
As the flyover alone could not solve the traffic congestion in Peradeniya, our Minister took steps to construct a sidewalk in front of the Peradeniya Hospital with the assistance of the China Exim Bank. Pedestrians can now safely pass through this congested area.
Not only that, this tunnel has been very useful for people going to Peradeniya Hospital, Getambe Raja Maha Viharaya, Dhamma School, University, Bank or nearby public and private institutions. As Minister Johnston said, when the tunnel was being built we did not forget the pedestrians around it. The Minister said that we have also allowed them to trade in the tunnel. While we are working on these developments, some members of the Opposition are criticizing them. Some say wait until Covid is finished. Don’t build roads. You intelligent people in this country know very well whether these are proposals that are made sincerely or not.
We have so far spent Rs. 262 billion to control the Cowdy epidemic. We take all measures to protect the people of this country. We continue to vaccinate because we know the value of their lives. We will not stop it. If everything had been stopped because of Kovid, people would have faced more difficulties today. We take care of our people. We need your strength to do that. We ask you to give your strength for the country while defending yourself from the plague. There is nothing we can do if we join. Therefore, we hope that these projects, which have been vested in the public today, as well as the 17-storey “Maritime Facilitation Center” which commenced operations at the Port of Colombo today, will be of great support to further streamline the activities of the Sri Lanka Ports Authority. When all the institutions of the Sri Lanka Ports Authority are integrated into this center, which will be established with a focus on online methodology, its efficiency and productivity will increase. It will be of great benefit to all those who deal with those institutions. Therefore, may the Road Development Authority and the Sri Lanka Ports Authority have the strength and courage to complete this work together with the Asian Development Bank expeditiously! I wish
